CITB forecasts UK construction workforce to grow to 2.75 million by 2029

The Construction Industry Training Board’s (CITB) Construction Workforce Outlook 2025-29, forecasts that the major sectors for growth during the next five years will be infrastructure, public new housing and private new housing.

The UK economy is showing signs of improvement from the state it was in at the end of 2024, it says.  Moderate growth is expected in 2025, followed by a further increase in 2026.

Infrastructure projects are expected to see an average growth of 4.4% per year, while public new housing and private new housing are projected to grow at 3.4% and 3.3% respectively.

In 2024, UK construction output totalled £215.7bn, with 44% coming from the repair and maintenance sector.

Construction output in the UK is forecast to grow by 1.6% in 2025, before picking up pace over the medium term, to an average of 2.1% per year through to 2029.

CITB forecasts that the UK construction workforce will grow to around 2.75 million by 2029. The country’s construction workforce stood at 2,649,220 in 2024.

The overall number of extra workers required for the 2025–2029 period is estimated at 47,860 per year, equivalent to 1.8% of the 2024 workforce.

This means the UK construction industry will need to recruit the equivalent of 239,300 extra workers over the next five years.
