Years of policy turmoil have contributed to the slowdown in housing delivery, claims a report from Savills and Hallam Land.
The research indicates that the introduction of the National Planning Policy Framework (NPPF) in 2012 led consistently to more than 300,000 consents a year.
The system peaked in 2020, with over 245,000 home completions.
However, since then, constant change and growing complexity within the planning system have put the brakes on housing delivery.

Rupert Matthews, police and crime commissioner, made nearly £54,000 available to fund a multi-agency operation to disrupt the resale of stolen property, particularly at car boot sales.
